I now have an answer to this problem which was NOT caused by Veracrypt. But I see other questions on the Forum using Veracrypt options which a poster said cause a shutdown to stall. Yes I know Win7 is deprecated but Veracrypt has worked reliably with all versions of Windows. I've struggle to find out why my fully loaded PC hangs after Windows shutdown and now I know it's Veracrypt if its service is running before Windows shuts down. I used to enable Veracrypt on startup, but now so I don't run its service I only enable it when needed and shut down Veracrypt before closing Windows, which is inconvenient. I suspect it has something to do with the order in which Windows shuts down...
