So the problem is probably due to having mixed up Installer and Standalone version. What I did to solve the problem: 1) After I installed 2.48 via installer version I copied the file KeePass.config.xml from the backup of my application directory (which is D:\KeePass) to the current C:\Users\USERNAME\AppData\Roaming\KeePass\ 2) 2.48 starts fine, the config was restored. But the checking for plugins was broken. 3) I reinstalled 2.47 (installer version). Worked fine like the previous 2.47 4) I reinstalled...

That's the problem: In my backups, the directory C:\Users\USERNAME\AppData\Roaming\KeePass only contains one file ("ProtectedUserKey.bin"). Did previous versions even used a file by this name?
I upgraded KeePass from 2.47 to 2.48, like I always do: running the installer for Windows (latest Win10 x64). This went fine for all the previous updates.
