Additional info: the keyboard shortcuts also do not rearrange. Mention here if more info needed (not sure where to look for logs etc)

I am also experiencing this issue. Windows 10, the symptoms look exactly as in the OP screenshot. Issue is always present, and persists between reboots. First noticed during last upgrade - can't remember which version I had previously, but now on 2.52.
