You must perform all of these steps within the same command window open the whole time. "cd EFI" is simply changing your location from O: to O:\EFI. If you type "dir" in the command line and hit enter, it will return a list of the available directories. If you do this, and EFI is not in the list, you may not be on the correct drive. It is possible that your EFI boot folder may be on a different hidden drive. You can see a list of hidden drives by accessing your partition table when logged into windows....
