You can try to download the latest drivers available. https://catalog.s.download.windowsupdate.com/msdownload/update/driver/drvs/2013/03/20286450_d3a6f9d5849b864851d3c51dc309ac35fe5d1314.cab You have to extract the cab using winrar or 7zip.

Update - I am not sure if MS fixed something, but since MS Office updated to version 16.0.16827.20166, it is working now. Even though the ticket was originally posted with Office 2013 in mind, the problem was also replicable on newer version.

With 7.1.2 is the error still present. "MAPI returned error code: 28"
