The single SCR example is regular mode 0 with an embedded palette I found many other problematic uncompressed (raw) mode0 SCR files with embedded palettes that RECOIL can't read. Attached them here, with their respective reference renderings.

It seems I made a mistake when extracting the files using the "Amstrad CPC DSK Info Tool" and the SCR files attached here ended up having their AMSDOS Header stripped. The cpcrulez site seems to have been gone, so I couldn't find the original DSKs to try to extract them again. But the good news is that I found this nifty tool, addamsdosheader, that re-adds those headers back to the files. With the following command line, the headers were added and the resulting SCR files are now successfully read...
