I managed to fix HDD performance (D disk) uninstalling the intel driver 'Intel(R) C600 series chipset SAS RAID (SATA Mode)' 2nd SSD performance (E disk) however is still off. I encoded E disk using Windows Bitlocker and performance is not degraded. VeraCrypt driver has compatabuility issues with my hp z620 system and Windows 10 x64 v1703.

Great info Gary, thanks! What is your operationg system? Do you have system level pre-boot encryption? I wonder if my system encryption is somehow interfearing to the partition encription... I have some other computer around. Maybe I have to try to another PC with same windows wersion like mine and with windows 7 to find out the root of the problem.
