7-Zip
I apologize for opening reply in 14 year old thread but it is exactly my issue now. 7zip option for windows 64bit has portable drive checkbox off and use current folder (tried specified folder too). 7zip continues to use my windows folders temp folders under 'users'. 7-zip 19.00 (x64). note that the about screen should have option to copy the version information to clipboard. I navigate using file explorer to the (in this case rar) file. I right click on the rar file and select 7zip extract. on that...
