It worked by applying NTFS permissions to a folder storing a database rather than applying them to the database itself

Hi all, we're a team of around 20 people and we want to use KeePass to store passwords. But I don't want everyone to have full access to all database entries. Is it possible to set user roles / permissions ? (e.g. certain users aren't allowed to edit/delete/add entries). What's the safest way to store the database? Plus: is KeePass even the right tool for that matter? I've seen many people recommend paid options ... Thank you in advance.
