I build the stc sample to test. Unfortunately, ibus behaves the same as in CodeBlocks. So it could be an upstream issue.

According to upstream, it should be fixed if the commit backports to wxWidget 3.0.5.

It could take some time to build wxWidget on my laptop. It works somewhat in scite and geany: I searched IBus in Codelite's github repo, and found it might be a bug for wxScintila.

No, it doesn't work in Codelite. I didn't try it with the stc sample of wxWidgets.
