CI/CT Process for LAME MP3 for windows

Thanks for the update. One more finding is: if some 1 GB file is compressed on x64 Machine, we do see workload is consistent throughout and all the cores are getting used. Only in Arm64 machine, we are seeing the issue where the workload decreases

Hi, I trying to Compress 1 GB pdf file on my Arm64 Laptop. I'm observing that for first 10 secs, compression is fast (verified from the progress bar). Also, i tried checking the CPU utilization from the task manager, i can see when the compression is fast, CPU utilization is high, but after 10 secs we are seeing that CPU utilization goes down and progress bar slowly increments.
