Of course, after posting this I tried a couple of other things that did allow me to create the new source. I stopped and restarted the server, then managed to create a new source with the title "test" and then changed the title to the much longer name that I really wanted. I don't know which of the things that I tried worked, but I would still be interested to know the answers to my original questions.

There appears to be no way to create a new source without triggering the "You are not welcome here" error. I am running a version of PhpGedView that would have been the latest as of May 2019, on a localhost server with PHP 7.3.4. I can get going again by deleting the one row that appears in the pgv_ip_address table, but the error just comes back when I try to create the new source again. Two questions: 1) How can I disable the test for "You are not welcome here" completely? I'm the only user of a...

I want both to thank Gerry Kroll (and others?) for continuing to support PhpGedView and, as well, to document how easy it was to upgrade to the latest version. The reason for the upgrade was that I wanted switch from an ancient version of the XAMPP server software, running PHP 5.3.1, to the latest version of XAMPP, running PHP 7.3.4. I just downloaded and installed Ubuntu Server 15.04, then installed the latest version...
