I resolved my issue myself. I originally installed through chocolatey. It looks like the naming of the DLL en PLGX was off when using chocolatey. Changed back to the original names and started keepass without errors. Is this a package or a build issue? Not sure how DLL's work to explain why a filename will result in the error, but I will follow-up with the maintainer of the choco-package as well.
