For context originally I created a temp account and tried exactly the same process and when I got to run the dpapimig.exe command it prompted for a password entered every password I could think of to no success. So the import couldn't be completed. So basically I followed Section I as normal. I followed Section II as normal as well. For Section III I booted up a spare domain joined laptop and logged in for the first time. I moved all the keys from the old WUA folder to the new WUA folder....
