I strongly suggest implementing this: a PDF can be read with any tool, and the map is a useful way to collect informations, like a graphical TOC. Any news?

FreeMind
FreeMind is very useful for making indexes, and a PDF can be store into SharePoint server as first page, or distributed via email, and wil containg all the links the repicient needs to work.
