Thank you for this thread. Older versions (4.3.1, eg) prebuilt for windows have not had this problem with ncrcat. On version 4.8.0, I have tried two things, BOTH of which have worked: I have copied ncra.exe, and renamed as ncrcat.exe myself (since the discussion above indicated that this is what the installation was intended to do). I've then used my old ncrcat commands as normal, and they appear to function as expected. I have tried the suggestion from Charlie, to use the command "ncra -Y ncrcat"...
