the installer installs and you have to run it every time the actual program will not install thank you windows 10

on my windows 8.1 computer I downloaded mp3gain and it works fine double click the icon and the program is up and ready on my windows 10 machine all I can download is the installer so every time I double click the icon I have to run the installer can not just simply install a working program like the windows 8 machine has
