I interpret the Title 24 code as requiring shutoff ventilation controls with DOAS systems, but I would prefer to confirm this interpretation with the CEC.

Technically, I don't think these systems are required to have DCV, because according to 120.1(d)3A, a prequisite is an air economizer, and these systems are 100% outside air. I think that this is a Standards question, not a compliance software issue, and I would seek guidance from the CEC. I don't see why the systems couldn't include DCV, but if we exempt them from the mandatory requirement, it may require a software change. The baseline would include DCV in either case.

Primary Secondary Pumping

The second warning message you are seeing is related to the pumping configuration requirements for the primary and secondary chilled water pumps. I believe the warning message is a little ambiguous. But the system is being modeled correctly in your model (the proposed case) with constant volume primary pumps and variable volume secondary pumps. The first warning message is related to a known issue in EnergyPlus, that turns on the second branch pump even when the load doesn’t dictate that It’s needed....
