Facet 1 The correct data representation as well as Conversion and Narrowing of values in NumericMetricValue/@Value (xsd:decimal) is a general software problem. Facet 2 (Chaining) and your mitigations Consider Propagating values between A -> C with 0-100, 0.1: ParticipantA -> ParticipantB -> ParticipantC (When C compares both values (A and B) they "might" not be the same.) But when C is just looking at "what B thinks what the value is", it should not matter because B should give all necessary information...
