The issue is indeed with GRUB and directly related to the following bug: https://savannah.gnu.org/bugs/?65503 As per goffioul's discovery the issue is alleviated by simply echoing something (e.g. echo "Loading GRUB...") before terminal_output gfxterm runs. Perhaps it would be handy for Clonezilla Live users if future builds had that echo included in grub.cfg so they are unaffected.
