I could swear that I followed this non-obvious path before and didn't see a viable option, but this time JPEGView showed up in the list. I might have done something before this with JPEGView to make it appear on the list, but unfortunately I did not document what I did. How can one make JPEGView the default graphics viewer in Windows 10? JPEGView doesn't show up as an option to make it the default app instead of MS Photo, MS Paint or MS Paint 3D and it's not an MS app Store option. Microsoft says the program has to register itself, when installed in Windows, so Windows knows that it can handle graphics files. Time to dip into the registry?
