The problem is even worse now. I just have to open and close KeePass, without opening a database. (Windows 10 1909 - KB4522742)

It happens to me to on Windows 10 build 1909 (18363.418). Uptil now Keepass is the only program exhibiting problems. "Disable 'Use file transactions for writing databases'" That does not work for me either.
