When I said it doesn't work either way, I meant that neither the portable version or the installed version appear to save the settings, even though the config file suggests that perhaps they just fail to load the settings.
The solution is a user interface one: you don't use "Synchronize with URL" to use the stored URL, you instead use "Synchronize - Recent Files" to synchronize with a URL. The wording is poor so it took a while to check that option. Posting so that hopefully other people can discover the functionality.
I've got the "sync with url" working, but it doesn't matter which option I choose in the "remember" drop-down, it's always blank next time I open it. That's a huge PITA, not least because the dialog is modal so I have to copy the details out of keepass into a text editor then paste the three values back in to the dialog. I note that the dialog calls itself "open from URL" even though it does actually synchroniZe if I fill in the fields. I tried making the installed config file writeable as the docs...
