I'm on webmin 1.901 and I'm still seeing this issue and the workaround with no_testing_cookie=1 doesn't seem to work any longer. If I set no_testing_cookie=1 I can no longer login, i.e. when I enter username and password and hit "login" I'm stuck on the login page. As soon as I remove no_testing_cookie=1 I can login again, but I get the coockie warning described in the OP. When I set ssl=1 it works fine.
