I came here to report the same problem. Can't encrypt a windows 11 storage space. Veracrypt completely locks up when trying to format the partition (that is created when creating a storage space in a storage pool) in either ntfs or refs. When formatting the veracrypt volume in exfat the format does finish but then when you try to copy a file to the disk veracrypt/explorer locks up and the file never copies. Something is not working as it is supposed to.
