PK3 can program the dual partition chips. I don't know if with IPE possible I only tried to use IPE once and it's a unworkable horrible unfriendly program... PK2 doesn't seem to support them. I once spoke to an engineer who worked on the PK2. He said that some chips could not be supported on te PK2 due to how it's firmware works. Some chips (like the 18F87k22) do not 'fit' the programming model of the PK2. (it would take overhauling the firmware and they of course don't do that anymore)
A lot of 24F chips are already supported by the 'old' IDE... But regrettably not the dual partition types. (because they have different lay-out for config words ect...)
