@markpiatt Your Windows 10 22H2 (build 19045) is newer than 1809, so the version number isn’t the real problem. Please check whether your Windows is 32-bit: go to Settings → System → About → System type. If it says “32-bit operating system”, that explains the error. VeraCrypt dropped 32-bit Windows support starting with 1.26.18, and the installer can show this misleading “requires 1809” message on 32-bit systems.
