Man, you're awesome. Got it here working and seeing as how the methods to get Outlaws CD audio working have always managed to be flaky on systems I've used, this is a great replacement for some nostalgia playthroughs.
Not exactly ideal if you don't own the GOG verion and don't want to use 'inmm'. There was a method using winamp from vogons which worked well but then again installing winamp soely for Outlaws -- again isn't ideal.
Just tried this out with Outlaws and unfortunately it crashes on startup. Outlaws notoriously has issues with getting CD music working, so this would be pretty cool. The only real reliable way of playing Outlaws on modern systems right now with music is through a very hacky method using winamp.

Hi, Great work as always gho. Is this for 32 bit only? If so would it be possible to create a 64 bit dll also for games that run on D3D9. I'd like to see if this would have any affect on different games fps. Although I'm not sure which games this change would affect. To make it work with both you could put two dll's in the system directory with names such as D3D9alt_x64.dll and D3D9alt_x86.dll,

Would this at all add any sort of input latency in games where previously there wasn't any?
