Running attached file causes REXX to lock the command prompt. Perform the following:

In Windows command prompt enter REXX TESTREXX.
At first interactive trace prompt, press cntl-c repeatedly. After about four times, the command prompt window will hang and the taskmanager shows that REXX is spinning.

The problem seems to be related to the RAISE PROPAGATE statements.
