I would like to have the ability to shape traffic by IP address rather than just port. i.e. I have a Packet8 (VOIP) box on my network. It uses port 80, so I can't shape by port and distinguish from web traffic. If I could shape by IP that would be awesome.

Have you tried the QoS addon by Markus Hoffmann? I used that for VoIP.

I believe you can get a QoS addon to do all sorts of shaping.
