because the proxy is running on your computer your still
useing the same DNS server and there connection. It might be
posable to get to the blocked sites if you use a proxy that
is running on some one elses computer on a driffent ISP. try
searching google for "free proxy list" and try some of those
servers and see if it will work.
If not then theres nothing else to really do. And the sites
are probly blocked for a good reason other wise complain to
your ISP and they might unblock them.

There is nothing Privoxy can do about it.
Please get a decent ISP or chain Privoxy with Tor.
