Activate a new filter

Hi, i am trying to activate a filter.
I use WINDOWS XP. The Privoxy is working(i see the requests by clicking on the icon in the right corner)

I created a myfilter.filter in the C:\Program Files\Privoxy directory.

The filter goes like this:
FILTER: myfilter description
s/test/testing/g

I added in user.action file:

+filter{myfilter}/

and seems like it doenst work!!
