We are actively delivering reusable Java EE components though. They are widely used and still actively maintained! The goal of XBean project is to create a plugin-based server analogous to Eclipse is a plugin-based IDE. Eclipse Web Tools Platform (WTP)
The Eclipse Web Tools Platform (WTP) project extends the Eclipse platform with tools for developing Web and Java EE applications. It includes source and graphical editors for a variety of languages, wizards and built-in applications to simplify development, and tools and APIs to support deploying, running, and testing apps. The Libra project integrates the existing tooling provided by the Plug-in Development Environment project and the Web Tools Platform project to work together for implementing OSGi Enterprise scenarios.
