SPQR was a Latin phrase meaning: Senātus Populusque Rōmānus or Roman republic or senate and people. SPQR was often found on many legal and public documents. It was also found on currency and the legions of Rome may have carried it into battle. Rome had many varying rulers but their Senate was different than what we think of in politics today. The Senate heads would often be changed out after so many years much like a modern president, however, the head of the house would often remain in office potentially indefinitely unless they stepped down or died. Fun fact: Caligula was touted as removing the current head of house and replacing them with his own horse. The horse held the title until his death or until the death or overthrowing of Caligula.
