Ugreen NAS Admin 23.8.70

Follow-up to 23.8.69. The local build was newer than 23.8.69; this release gives that build its own version.

Highlights

Backup contract — a backup succeeds only when the same archive passes the app's own restore check. Hardlinks are stored as regular file contents.
TAR restore — recovery only into a new folder that does not exist yet. Existing data stays in place.
Upload metadata — single-file and ZIP uploads keep supported ACLs/xattrs. Unknown security attributes abort replacement and keep the original.
Docker writers — manual backups and non-empty schedules fail when a running container has a writable mount on the source.
Release binding — public packages need a verified build manifest and the same public tag. --local-dist no longer packs a release.
