To install the Tomcat Security User Management Application 

1. download and unpack app_tomsec.tgz
2. download and unpack man_tomsec.tgz

The gzip'd tar files unpack to a HTML document tree that has relative links, 
containing detailed installation instructions.

New versions of TomSec for Tomcat 6 and 7 are pending, and will
be made available in the project home.
