Added an optional utcOffset argument (minutes east of UTC) to getTimes and getMoonTimes. It returns events for the local calendar day containing date, so passing local midnight works (#189, [#149], [#174]). See Which day.
getMoonTimes now covers the same day as getTimes (previously the UTC day). Pass utcOffset of 0 to get the old behavior.
getMoonTimes now returns transit and lowerTransit times, for when the moon is highest and lowest (#72).
