New Features

• Added a server property that allows to disable the creation of default users at first server startup (#4129)
• Added a feature to define disease variants for all diseases (#4042) :warning: Disease variants have to be added directly in the database. This has the huge advantage that new emerging variants can directly be added without the need for a SORMAS update. This guide explains how to add variants to the system.
• Added a lot of additional vaccination information to cases, contacts and event participants, including vaccine name and manufacturer for Covid-19 (#4137)
• Added document templates for event participants (#4057, [#3222]) :warning: Since cases, contacts and event participants have their own templates, issuing documents for contacts from case templates is deprecated. Please update your document templates for contacts

• Users on region level are now allowed to assign tasks to users on national level if the associated feature configuration is turned on (#4048)
• Duplicate detection now only detects persons as a potential duplicate when both sex and date of birth match or are missing (#3787)
• It is now also possible to assign surveillance supervisors as the responsible users of events (#3751)

• Fixed further places where the epid number field or info was unintentionally shown on servers that don't use it (#3629)
