rinex3manipulator is a software to manipulate RINEX 3 files, available functions are:
- cut
- under sample
- filter constellation observations
This small program is born to handle in a fast way RINEX 3 files to be used subsequently by the goGPS software: https://sourceforge.net/projects/gogps/
