These packages are built from the latest code. Travis and AppVeyor build and upload packages once a commit is pushed to github
Windows packages are complete and you can extract the latest one to use it.
Linux packages are built on old system (ubuntu 12.04) and also lots of libraries are missing. You can not use them.
