Get an email when there's a new version of safe_exec

SafeExec is simple replacement for unsafe exec function. It works exactlye the same way as "exec" in php_safe_mode turned on, but not looking for php_safe_mode switch. It means that safe_exec always respects safe_mode_exec_dir directive.
