This release is identical to 20181117 except that 
(1) test file, filter_example.t,
has been removed because it was causing installation problems on some systems.  The
problem appears to have been caused by the script reading an unexpected local perltidyrc
file and using different formatting parameters.
(2) the EXE_FILES line in Makefile.PL was commented out, so the perltidy script and man
page were not being installed.
