The packages file contains individual zips and 
file lists of each individual component built
for the compiler toolchain. You do not need this
in addition to the compiler download.

These files are only useful if you are interested
in replacing one or more components without
re-building the entire toolchain.

The separate packages are

binutils
mingw-w64-crt
gcc
gdb
iconv
gmake
dmake
gendef
pthreads
expat
support
local

The 'support' package contains the shared libraries
built only to support compiliation of gcc.
These are gmp, mpfr, mpc, ppl, cloog and isl.Headers
and libs are not shipped for these libraries as
potential users will most likely wish to compile
these libraries with their own settings and using
their own chosen versions.

The 'local' package contains the packaged additions
such as the build logs and the Perl helper module
