This app records streaming audio from Pandora and LastFm. It uses the XML streams from the two systems to tag the mp3's with all avilable tags, and downloads album art as well. For pandora, it uses ffmpeg command-line to convert the m4a to mp3 before tagging. For last.fm, it simply tags the mp3 that comes from last.fm.

I am hesitant to run this. Although the current MS Essentials scanner says the files are ok, the EXE has a copyright of , "H.D. Vest Financial Services 2013" - which makes it sound like spyware.
