Folder 5.4 contains the latest release. Some of the installable packages do not require Java to be installed on your system, as they contain the necessary Java code within them. Folder 5.3 contains the previous version. It is a copy of the packages within the "InstallablePackages" folder, which exists because Microsoft SmartScreen Defender (used by their browser) has cleared the Windows installable package nvj53installWin.exe in the "InstallablePackages" folder, but will not clear the same (identical) file in this folder (apparently because of location sensitivity). Thus the "InstallablePackages" folder is preferred for now (but will eventually be removed).
