mkhotkey

windows shortcut properties allow only limited hotkey combinations.

mkhotkey assign/edit windows built-in hotkeys with any combination of Ctrl,Alt,Shift, by programmatically adding a shortcut with the desired hotkey to hotkeys folder in the user programs menu.

usage: Send To mkhotkey in explorer context-menu | mkhotkey - add/remove from SendTo
