There is old good Bug 61190 well known to Linux users of eclipse.
When hotkeys doen't work with non English keyboard layout.
This project is a patch which solves(cheats actually) this problem.
Patch changes classes where key events are processed by adding hardcoded binding between hardware keycode and SWT event keycode.
