I use a Mac in the office and a PC at home. I also travel a lot and use all kinds of computers, but usually PC or Macs. Can I just install a mono on a USB and use it wherever I go? I do not have admin rights to install programs on the office computers and on most of the computers I use except the one I use at home. It will be ideal for me if I don't have to install any software at all anywhere but run the program off a USB drive. Is this doable?

You cannot use .NET if it's not installed.
Your best option is to use KeePass V1. This does not require .NET. You could have both versions with some stuff exported to a v1 database.
