I had a look at this because I was interested in getting the same behaviour in JWM.

As far as I can see, JWM’s sloppy focus gives focus to the window under the pointer, but doesn’t provide an XFCE-style delayed auto-raise option itself.

However, it is fairly easy to add the behaviour externally with xdotool. I put together this small script:
