JSticky

JSticky is a lightweight and easy to use application that enables its users to remember important events, tasks or simply take notes.

You can launch multiple instances of JSticky, which means that you can place several sticky notes on your desktop, each one staying on top of other opened windows. JSticky is a multiplatform but requires java.
